General information, not legal advice. Deposit amounts and rules differ by city, by state and by agreement. Read your own rental agreement carefully.
A security deposit is money a tenant pays the owner at the start of a tenancy. It is held as protection against unpaid rent or damage, and it is meant to come back when the tenancy ends, less any deductions the agreement allows. It is not rent, and it is not a fee.
There is no single amount for the whole country. It is usually set as a number of months of rent, and the customary number differs between cities, and even between neighbourhoods. Some cities have a norm of a few months, while others expect much more. Ask the owner, compare with similar homes in apartments for rent in the same area, and negotiate before you sign, not after.
Yes, the deposit is meant to be refundable. The agreement should say when it is returned: usually on the day you hand back the keys, or within a fixed number of days afterwards. If the agreement is silent, you are relying on goodwill, so get a date written down.
Normal wear and tear, such as faded paint or small marks from everyday use, is generally not damage. Agree on that wording at the start.
Start by asking in writing and keeping the message. Many disputes end there. If the owner still refuses, a lawyer or your local consumer or rent authority can advise on the next step for your state. Keeping the agreement, the payment proof and your move-in photos makes any dispute far easier.
